Tackling Afghanistan’s Government HRM and Institutional Reforms

Our Goal

The Tackling Afghanistan’s Government HRM and Institutional Reforms (TAGHIR) Project of Afghanistan has the objective to strengthen the capacity of selected line ministries and agencies through merit-based requirement of key positions, improved personnel management, and better HR planning.

How We Deliver

TAGHIR is a follow-on to the Capacity Building for Results (CBR) Facility. It assists the Government of Afghanistan deliver its key policy priorities by having more qualified and competent civil servants in key positions and administrative reforms in 16 line ministries. The project supports up to a total of 1,500 civil service positions to enable the ministries to meet objectives and deliver on their priorities. The 1,500 positions include around 600 legacy positions from CBR. The Independent Administrative Reform and Civil Service Commission (IARCSC) leads the project implementation. TAGHIR will also help the government establish and operationalize a functional Human Resources Management Information System (HRMIS) for over 400,000 civil servants in the Afghan Civil Service. 

This project is co-finannced with $25 million IDA grant.

EXPECTED RESULTS:

  1. Civil servants appointed in priority Line Ministries and Independent Agencies (LMAs) following approved strategic staffing plan for targeted capacity ‘surge’  
  2. Civil servants in priority LMAs transitioned from project to core government budget financing.
  3. Civil servants in priority LMAs transitioned from project to core government budget financing as permanent professional cadres
  4. Priority LMAs that meet minimum benchmark targets related to reduction in number of NTAs
  5. HRMIS/Payroll rolled-out in at least 5 LMAs
