Non-Formal Approach to Training Education and Jobs in Afghanistan Project

Our Goal

The Project Development Objective was to increase the potential for employment and higher earnings of targeted young Afghan women and men in rural and semi-urban areas through non-formal skills training.

The project was based on the lessons learnt during the implementation of the ongoing ASDP and composed of the following components: i) improving the Quality of Non-formal Training and the Labor Market Outcomes of Trainees to incentivize non-formal training providers to provide quality training and increase their job placement rates; ii) Project Management, Capacity Building of MOLSAMD and M&E; and iii) Piloting Entrepreneurship among Unskilled and Illiterate young Afghans to promote entrepreneurship among them to help improve their welfare status.


  1. Share of trainees who find employment within 6 months of graduation, with respect to control groups.
  2. $4 million in incentives disbursed to training providers.
  3. 445,000 training providers, trainees, graduates, saving group members and recipient of competitive grants benefit from the project. Of these, 30% are women.
  4. Increase in trainees’ earnings, with respect to control groups.
