The Development Objective of this project was to upgrade urban infrastructure to improve the delivery of basic urban services in under-serviced communities in Kabul Municipality

Project Summary

PROJECT COMPONENTS

The Kabul Urban Reconstruction Project had several components which were divided between funding sources.

  • The components supported through the International Development Assistance of the Bank included: i) Area Upgrading in Kabul Municipality focusing on poor, infrastructure-deficient, planned and unplanned neighbourhoods by providing improved water supply, sanitation, solid waste management, access roads, hill-side steps, drainage and street lighting services and facilities; ii) Land Tenure Regularization Developing an appropriate capacity, appropriate methodologies, and procedures to regularize urban land-tenure in the Borrower’s territory; iii) Engineering and Management Support for the Borrower’s Urban Agencies Provision of engineering and Project management support; iv) Overall Capacity Building for Kabul Municipality Assisting Kabul Municipality; v) Preparation of Structure Plans and a Future Urban Project Assisting the Ministry of Urban Development, Kabul Municipality, and other Participating Municipalities; vi) Improvements to Main Roads, Drainage, and Traffic Management in Kabul.
  • The following components were solely funded through the ARTF: i) Area Upgrading in the Historic Old City of Kabul ii) Engineering and Project Management Support iii) Support to Cultural Heritage

PROJECT RESULTS

  • 141, 480 people in approximately 45 “gozars”7 who receive improved urban services.
  • 618 hectares of urban land, including both formal and informal settlements, subject to infrastructure improvements.
  • 1 Physical development plan for Kabul  completed
